According to Patrick Seybold, Sr. Director of Corporate Communications & Social Media at Sony, “PlayStation Network will be offline for routine scheduled maintenance on Thursday, November 17th from approximately 8am until 10pm PST.” In translation between 11am to 1am EST you may run into problems with the PlayStation Store, PlayStaton Network Account Management and Account Registration.
If you are already signed into the PlayStation Network, it may be a good idea not to sign out as you might not be able to return until around 1AM EST
